Bays West Precinct Strategy
White Bay Power Station
Bays West Precinct
The Challenge
The Bays West urban renewal precinct — encompassing White Bay Power Station, Rozelle Rail Yards, and surrounding harbour land — is one of Sydney's most ambitious and complex regeneration initiatives. The challenge was to develop a retail and activation strategy capable of honouring the precinct's extraordinary industrial and cultural heritage while creating a commercially viable, community-first ground plane for decades to come.
What We Delivered
Noble & Co. provided strategic advice on retail planning and precinct activation for this landmark government-led urban renewal project. Our work encompassed land use analysis, retail demand assessment, tenant mix principles, and ground plane activation strategy — all calibrated to the unique scale, heritage constraints, and community expectations of the Bays West vision.
The Outcome
A retail strategy framework positioned to guide the long-term activation of one of Sydney's most significant waterfront precincts — balancing heritage sensitivity, commercial viability, and community benefit across a multi-decade development horizon.
