A retail and activation strategy for Stages 1–2 of Sydney's harbourside renewal, anchored by White Bay Power Station.
White Bay Power Station NSW Government
Honour an extraordinary industrial past, and still give the precinct a ground plane that works commercially for decades.
Bays West takes in White Bay Power Station, the Rozelle Rail Yards and the surrounding harbour land. It is one of Sydney's most ambitious and complex regeneration projects, led by the NSW Government through Placemaking NSW.
We were engaged to advise on retail planning and precinct activation: land use analysis, retail demand, tenant mix principles and a ground-plane activation strategy, all calibrated to the precinct's scale, heritage and community expectations.
Heritage that sets the rules
A power station and rail yards with real industrial and cultural weight. Retail had to sit around the heritage, not over it.
Scale and time
A precinct that will be built out over decades. The strategy had to hold up long after the first tenants open.
Community first, and viable
A government-led project with high public expectations. The ground plane had to serve locals and still stack up commercially.
Land use analysis, retail demand assessment, tenant mix principles and a ground-plane activation strategy for Stages 1–2.
Calibrating every recommendation to the precinct's heritage constraints, its scale and what the community expects of it.
A retail strategy framework to guide long-term activation of one of Sydney's most significant waterfront precincts, balancing heritage, viability and community benefit.
